Background
In Europe, the awareness of possible erosion of Animal Genetic Resources (AnGR) originated in the 1960s, and from the beginning, the emphasis was put on preservation of endangered breeds.

Concerted activities on AnGR in Europe started in 1980, when the European Association for Animal Production (EAAP) established a working group on AnGR.

At the global level, 1980 is also the starting point, since the first expert consultation on AnGR was held in Rome with FAO.

 
1996-1997, the first discussions
During the Vienna EAAP / FAO Meeting (1997) the National Coordinators came back to a discussion started in 1996 and expressed the need to establish a Regional Focal Point (RFP) for Europe.

Nevertheless, the exact expectation of the National Coordinators (NCs) towards a Regional Focal Point had to be clarified. The NCs proposed that France with assistance of Poland perform jointly tasks of an "informal Regional Focal Point".

 
1998, the concept
During the Warsaw EAAP / FAO Meeting (1998) it was necessary to admit the true exchange and communication network setting up between countries of Europe was done slowly and in accordance with the specific evolution rhythm of each country in the field of their own animal genetic resources management considerations. By this way, only, a more dynamic group of countries was able to facilitate this evolution and to pay for that. Then, the first RFP work was to facilitate all the exchanges between the countries and to have all management tools ready to satisfy this need. A newsletter was created with a broad diffusion among European countries.

The NCs considered that RFP must have a light organisational structure taking into account the relatively weak means, which can be devoted by a majority of the countries.

Two basic decisions for the future ERFP were taken during this important meeting in Warsaw:

  1. set up a light structure in order to support important and future evolution,
  2. respect of national sovereignty in the farm animals genetic resources management and the free adhesion of the countries at this co-ordinating structure.
With these conditions, the NCs considered that it could be possible to create a ERFP ensuring a platform to exchange experiences and information in the field of the farm animals genetic resources management.

To continue the discussions, France proposed the creation of a Trust Fund for financing RFP activities. All European countries participation is implicit; but country participation to finance RFP is not a precondition to participate in all programme activities. France expressed willingness to contribute with $ 76 000 to establish ERFP if other countries join this action.

 
1999, the decision
During the 5th workshop for the European National Co-ordinators (NCs) for Farm Animal Genetic Resources in Zurich (1999), an agreement could not have been found between the different European countries to allow the European Regional Focal Point (ERFP) creation. No formal or informal structure could continue the undertaken work at European level. France did not receive any mandate to act as the temporary ERFP.

In this context, the conclusions of Warsaw workshop were fully respected. During this meeting, the NCs have agreed that the annual NCs workshop should be continued and asked France to continue to act as the temporary ERFP for one more year and to carry out an inquiry among the European countries on their willingness and expectations toward the establishment of ERFP.

At the end of 1999 the inquiry was finished and around 80% of European countries voted for one ERFP based on light organisational structures, with funding provided by a dedicated trust fund financially managed and fully edited by EAAP (Rome).

 
2000-2001, establishment of ERFP
After 5 years of discussion, the NCs decided to create the ERFP during their workshop held in The Hague, August 2000. A Steering Group was appointed to set up the ERFP as soon as possible. Four countries are ready to finance a part of ERFP actions if ten countries join this international will for collaborating. Between August 2000 and August 2001, eleven countries accepted to give a financial support to this common European action. The ERFP became operational during the annual NCs Workshop held in Cairo in August 2001.
